I tried standing in view of the cameras to get an alarm to go off but that didn't work, so now I'm guessing either I need to use the screwdriver somehow to set off a fire alarm or I need to find a level 5 access card, but the only card I see is a level 1 in the directors office, and a couple in the security rooom that I can't get into.
The base game contains 29 achievements, and there is 1 DLC pack containing 1 achievements. There's a 3rd pair of scissors stuck in a camera that I can't reach because I disabled the 2 vault cameras and lower one I can't get the scissors back. Full list of all 30 Budget Cuts achievements. I have a level 4 access card, 2 scissors, a screwdriver, and the pager. I'm supposed to find Jake Peterson's desk but none of the desks are his, and in-case his is unmarked I've looted every desk I could see. I've killed literally everything else and explored everywhere.
I've killed every robot in the vault and the archives, there's one in the security room that I can't get to and there's a worker bot behind the level 5 security area in the archives.
